For all accident types and targets, the municipalities shall specify the rescue resources engaged as based on a risk survey of the area in question. The municipalities shall submit the emergency services the Instructions on Alarm Operation drawn up on the basis of the A:42 Instructions published by the Ministry in 1992 (Instructions on Emergency Readiness of Municipal Fire Brigades).

Jointly with the Ministry of the Interior, the Emergency Services shall ensure the permanent staff sufficient further training. Before a possible establishing of trial Emergency Services in a permanent basis, the personnel shall be trained so as to be capable of fulfilling the tasks of some other job sector, as well. Special attention shall be paid to the development of the questioning technique of the on-duty alarm officers.
