Helsinki-Vantaa ATC instructions describe the technical features of the Short Term Conflict Alert (STCA) system, and how the alert is annunciated on the air traffic controller’s radar display. The investigation revealed that controllers are somewhat unfamiliar with the features of STCA alerts. Among other things, Eurocontrol’s document “Guidance Material for STCA” requires that STCA training include operational instructions during STCA alerts.
Recommendation
Safety Investigation Authority, Finland recommends that Finavia Corporation augment the Helsinki-Vantaa ATC Ops Manual with an operational instruction in case of an STCA alert.
