Organisation
The Safety Investigation Authority (OTKES) is a security authority. Our goal is for Finland to be safe society that learns from accidents. We enhance overall safety through reliable investigations and by issuing recommendations, promote the constitutional right to life, maintain preparedness for all kinds of incidents and actively engage in society.

Our operations are divided into different investigation branches. Our administrative team and communications support the investigations an the agency´s operations. The investigation branches include aviation accidents, railroad accidents, marine accidents, social and healthcare accidents and other accidents.
We use external experts in our investigations. The Safety Investigation Authority provides investigation training for its experts. They are appointed individually for a specific tasks, such as a member of the investigative group.
An investigation into an exceptional event may be initiated by decision of the Goverment. The investigation team is appointed by the Goverment works independently and autonomously within the OTKES. We provide the investigation team with administrative support so that they can focus on the investigation determined by Goverment.
