Ensuring the position of manually turned turnouts

Manually operated turnouts on a track with train traffic shall always be secured by at least a hook which can be locked. Wherever outsiders have access to the turnout operation mechanism without being noticed, the turnouts should be equipped with a safety lock or changed to electrically operated turnouts.
