Clarifying the regulations on emergency exits

Regulations on emergency exits are specified in such a way that the current detailed table dimensioning is only used for premises where people, in case of a fire, can make an exit to safety quickly enough by themselves. If the residents’ or patients’ ability to independently exit the premises has decreased, an individual evacuation and rescue time calculation will be compiled. The personal safety analysis mentioned in recommendation 1 will be drawn up on the basis of the calculation. The compilation of individual evacuation and rescue time calculations would be easier if the social and health care authorities and rescue services together drew up uniform principles for the calculations. The basis of these calculations should be the classification of the residents' or patients' ability to act and their need for help, as well as the time it takes for the personnel and the fire brigade to perform the rescuing in different circumstances.
