Standardising the procedures for investigating domestic conditions

The Ministry of Social Affairs and Health should standardise the procedures for investigating domestic conditions so that certain investigations would always be carried out when deciding on the home of a child. At a minimum, such investigations should include background checks on the people living in the home and the compilation of information available to various parties such as the police, the school and health care officials. Any defects or changes should be monitored.
