Legislation on the overall leadership of serious incidents and accidents

The Ministry of the Interior should, through legislative means if necessary, ensure that even in non-urgent situations, overall leadership of serious incidents and accidents must belong to an authority that is responsible for leading the response to an incident or accident, maintaining situational awareness, and implementing communications.
