Shipping companies are responsible for beginning the approval process for modifications. The Finnish Transport Safety Agency (Trafi) and shipping companies may have a different idea of what constitutes a modification requiring approval. The Finnish Transport Safety Agency plays a key role in communicating the need for approval and in guiding shipping companies.
Recommendation
The Finnish Transport Safety Agency should develop the instructions and advice given to shipping companies on the approval process for modifications, and on the monitoring of modification work.
