Definition of difficult thaw time

The Centre for Economic Development, Transport and the Environment of Southwest Finland will collaborate with shipping companies to develop the agreement procedures for “difficult thaw time”, including the associated risk factors in traffic during this period, and taking these risk factors into account in ways that better meets the needs of both parties. If necessary, the customer and supplier must agree on temporary cutbacks on schedules. The contractual terms and conditions of schedules must not restrict the obligations of the captain of the vessel to ensure the safety of the vessel in all circumstances.
