The application for a Permit to build did not articulate that self-designed winglets would be installed on the aircraft. The builders did not apply for a change to the permit. The build supervisor and the aircraft inspectors overlooked the structural modifications. The modifications increased the stress on the aircraft’s structures.
Recommendation
The Safety Investigation Authority, Finland recommends that the Finnish Transport Safety Agency ensure that the experience and training of persons that supervise and inspect experimental aircraft meet the requirements of construction and modification control.
