Investigation to focus on risk management in a working environment with multiple actors

The Safety Investigation Authority will launch a safety investigation into an explosion accident at the Nammo Vihtavuori Oy factory on 15 July 2026. The accident occurred in connection with renovation measures when a worker was sawing a pipe containing explosive residues. The explosion killed one person and injured another. The Safety Investigation Authority carried out a site investigation at the scene of the accident on the day the incident happened.

“The production volumes of the factory have increased in recent years. Therefore, there have been subcontractors carrying out renovation work in the area. Several companies are operating in the same working environment, which can lead to a wide range of practices. This makes it more difficult to manage both working practices and safety procedures,” says Investigator in Charge Hannu Hänninen.

“In the safety investigation, we will examine the working practices employed at the explosives factory as well as how safety risks are managed in a working environment with multiple actors. Among other things, we will investigate how the main contractor ensures that subcontractors can operate safely at the factory. We will also examine the actions of the supervisory authority,” Hänninen adds.

The purpose of the safety investigation is to improve public safety and prevent new accidents and incidents. Matters of guilt and liability will not be addressed in the investigation.

The duration of the safety investigation is approximately 9 to 12 months.
