The Safety Investigation Authority, Finland will initiate an investigation under section 2, subsection 2 of the Safety Investigation Act (525/2011) into the accident in which a tracked all-terrain carrier transporting conscripts from the Finnish Border Guard ran off the road in Ivalo on 13 November 2024.
The tracked carrier transporting conscripts ran off the road during an exercise. There were 23 people in the vehicle. They sustained injuries of varying degrees, which required different levels of treatment. The investigation will particularly focus on service safety and the organisation of exercises, rescue operations and the preparedness for multiple and mass casualty incidents in the northern regions of Finland.
Senior Safety Investigator Mikko Tikkanen will be appointed as the Head of the Investigation Team, and expert Jorma Jokela, Emmi Kirvesmäki and Julia Saarholm will be appointed as members of the team. Chief Safety Investigator Timo Naskali will serve as the Investigator-in-Charge.
