A single authority to assume responsible for the system that relays urgent tasks from emergency response centres

The Ministry of the Interior should ensure that the responsibility for systems used for relaying tasks requiring quick response as relayed by the emergency response centre be placed with a single authority and that a systematic process be established for the assessment of the reliability of these systems.
