Establishing a department and safety organisation that is responsible for overall safety

The Finnish Defence Forces should form a strong department responsible for the overall safety and a security organization linked with it. The security organisation should have possibilities to ensure that security issues are sufficiently taken into consideration in all the activities of the Finnish Defence forces and in the whole line organization.
