Getting the developers to commit to the duty of solicitude

The building inspection authorities should, at the early stages of the construction project, explain to the developer what the duty of solicitude requires of him. This should be registered in the records of the initial meeting or in the building permit. The developer must require that the other parties of contract present how they in practice see to that all building parts included in the contract meet the requirements and are safe. It is the building inspection official’s duty to ensure that the qualifications really are investigated.
