Maintaining readiness of ministries

In order to maintain readiness, ministries should see to it that the crisis response chief has an assigned deputy, standby requirements are in effect, and that the ministry's response team has been established and has relevant instructions as well as a check list for the first 24 hours in an exceptional situation.
