Since the accident risk of an operating train increases if its ATP engine device is not switched on, the maximum speed of the train should be mechanically restricted in order o reduce the consequences of a possible accident.
Recommendation
If a train's ATP engine device is not switched on, the train's speed should be restricted to a maximum of 80 km/h.
