Adding a speed limit due to track defects in the Train Safety Regulation

The instruction on limiting the speed to 50km/h when the engine driver perceives a swing movement or hears a bang noise, contained in the Traffic Control Operator's Manual, should also be added as a regulation in the Train Safety Regulations.
