Suosituksen perustelu

Helicopter sawing flights are typically flown in a difficult environment and in a speed-height range which is unfavourable in case of a helicopter autorotation landing. The manufacturer had emphasized in the accident helicopter´s flight manual that for special flights additional training and practice is required even for the experienced pilots. Training should include, inter alia, the identification of vortex ring state and corrective actions and corrective actions during the main rotor low RPM situations. A training program approved by the Finnish Transport Safety Agency these items are instructed during the one-hour theory. Training should include a section, which will review the actions related to an emergency landing. The instructor is not required for the flight instructor rating. suspended load proficiency checks in accordance with aviation regulation has not been claimed and paid.

Recommendation

The Safety Investigation Authority Finland recommends that the Finnish Transport Safety Agency to clarify the helicopter sawing training and excerise requirements for quantitative and qualitative terms in such a way that they take into account the specific circumstances of the flight, and they would give the supervisor preparedness action in emergencies. The trainer should be a flight instructor. The training should take into account the specific characteristics of the type of helicopter. The check is dependent on the load and the estimated sufficient experience of flying with a load should be flown before the start of the sawing flights.
